COLONEL J COUSINEAU, CD  GESTIONNAIRE PRINCIPAL AU SEIN DU CHEF DES SERVICES D’EXAMEN

Le colonel Cousineau est originaire du Lac-Cayamant, Québec et s'est enrôlé dans les Forces canadiennes en 1972 sous le programme d'entraînement des officiers de la Force régulière. Il obtient un baccalauréat en arts du Collège Militaire Royal de Saint-Jean en 1977.

Suite à sa première mutation à la BFC Esquimalt     où il occupe le poste d'officier des mouvements de  la base, il sert au 2ième Bataillon des Services à      Petawawa, en tant que commandant de peloton de transport et officier d'instruction. Il quitte les Forces canadiennes à l'automne 1981 et complète une Maîtrise en administration des affaires aux universités Laval et York. À son retour au sein des Forces canadiennes, il est muté au 5e Bataillon   des Services où il sert en tant que                  commandant-adjoint de la cie de transport et          capitaine-adjudant.  

Promu au grade de major en 1988, il est muté au      QG des Forces canadiennes en Europe où il         occupe le poste d'adjoint au chef d'état-major. À    son retour au Canada, il commande la Compagnie    de transport de la BFC Gagetown. Suite au Cours   de Commandement et d'État major des Forces   canadiennes à Toronto, il est muté à St-Hubert en    tant qu'officier d'état major au sein du G4            Opérations au QG de la Force Mobile.  

Lors de sa promotion au grade de lieutenant-colonel au printemps 1996, il occupe brièvement le poste de G4 au QG du Secteur du Québec avant de se rendre en Haïti pour y remplir les fonctions de chef de la Logistique au Quartier Général de la Force des Nations Unies. À son retour au Canada, il enchaîne avec une mutation à  l'État-major de l'Armée de terre(ÉMAT) à Ottawa, où il assume le poste de Directeur du Matériel Terrestre 3 (Équipements en service). Il quitte Ottawa pour une mutation au United States Transportation Command où il sert en tant qu'officier d'état-major au J5 - Plans et Politiques tout en assumant les fonctions d'officier supérieur canadien pour le programme des lignes de communication intégrées (ILOC). Il commande le    5ième Bataillon de Soutien Général à Valcartier de 2001 à 2003 et la Force Opérationnelle au Golan   de 2003 en 2004.  

Lors de sa promotion en 2004, il est nommé        Gestionnaire Principal au sein du Chef des              Services d'Examen.

SENIOR PRINCIPAL UNDER CHIEF OF REVIEW SERVICES 

Colonel Jocelyn Cousineau was born in Lac Cayamant, Quebec and enrolled under the Regular Force Officer Training plan in 1972. He graduated from the Collège Militaire Royal de St-Jean in 1977 with a bachelor of arts degree.

After his first posting to CFB Esquimalt where he assumed the duties of Base Traffic Officer, he served at Petawawa with 2 Service Battalion as Transportation Platoon Commander and Battalion training officer. He left the Canadian Forces in the fall of 1981 to complete a Master of Business Administration at Laval and York universities.  Upon re-enrolment, he was posted to 5 Service Battalion as Transportation Company Second-in-Command and Adjutant.  

On promotion to the rank of Major in 1988, he was posted to Canadian Forces Europe Headquarters at Lahr, Germany where he served as assistant to the Chief of Staff. Upon his return to Canada, he commanded CFB Gagetown Base Transportation Company. Following completion of the Canadian Forces Command and Staff Course in Toronto, he was posted to St-Hubert in the Combat Service Support Operations cell at Mobile Command Headquarters.  

On promotion to Lieutenant Colonel in the spring of 1996, he briefly filled the G4 position at  Headquarters Secteur Québec de la Force Terrestre before going to Haiti where he served as Chief Logistics Officer with the United Nations Mission (UNSMIH). On his return to Canada, he was posted to Ottawa to join the Land Staff as Director Land Material 3 (in-service equipment).  He left Ottawa for an out-of-country posting with the United States Transportation Command as J5- Plans and Policies and assumed the responsibilities of the Senior Canadian Officer for the Integrated Lines of Communications program (ILOC). He commanded 5 General Support  Battalion in Valcartier from 2001 to 2003 and Task Force Golan from 2003 to 2004.  

Upon promotion to Colonel in 2004, he was posted to Chief of Review Services as a Senior Principal.
